Vision 2025 & Achievements

Our Vision

BIMP-EAGA Vision 2025 articulates the shared aspiration to be a leading subregional economic cooperation area with sustained development and shared prosperity, improved quality of life, and a peaceful and stable environment for the people of BIMP-EAGA.

This vision is built on four strategic pillars that guide all cooperation activities and initiatives within the subregion:

Strategic Pillars

1. Connectivity Pillar

Enhancing physical and digital connectivity through development of transportation networks, telecommunications infrastructure, and energy interconnection to facilitate seamless movement of people, goods, and services across the subregion. This includes improving road networks, expanding port facilities, upgrading airports, and establishing power interconnection projects.

2. Food Basket Pillar

Strengthening food security and agricultural productivity through sustainable farming practices, technology transfer, value chain development, and improved market access for farmers and fisherfolk. The subregion's rich agricultural and marine resources provide tremendous potential to become a major food production hub.

3. Tourism Pillar

Developing the subregion as a premier eco-tourism destination by promoting cultural heritage, natural attractions, and adventure tourism while ensuring environmental sustainability and community benefits. BIMP-EAGA offers diverse attractions from pristine beaches and coral reefs to ancient rainforests and vibrant cultural festivals.

4. Environment Pillar

Protecting biodiversity, managing natural resources sustainably, promoting clean and green technologies, and addressing climate change challenges collectively across the subregion. This includes initiatives like the Green Cities program and marine conservation efforts.

Major Achievements

Thanks to strong ownership and commitment demonstrated by the financial, human, and technical resources put in by member governments, BIMP-EAGA has grown significantly over the last three decades.

Infrastructure Development

As of May 2025, BIMP-EAGA's rolling pipeline of priority infrastructure projects (PIPs) has almost quadrupled to 217 projects from 57 in 2017. Planned investments in infrastructure have increased to an estimated $66.99 billion from $21.4 billion.

Of the 217 PIPs, 60 (28%) have been completed, and 157 projects are in various stages of implementation. These projects provide farmers and fisherfolk improved access to markets, deliver reliable energy to rural communities, catalyze trade in border areas, and boost tourist arrivals.

Trade and Investment Growth

The subregion has witnessed remarkable growth in trade and investment flows. Enhanced connectivity and reduced barriers have made it easier for businesses to operate across borders, leading to increased economic activities and job creation.

Tourism Expansion

The tourism sector has experienced robust growth, with improved air and sea connectivity making BIMP-EAGA destinations more accessible. New tourism products focusing on eco-tourism, cultural tourism, and adventure tourism have attracted both domestic and international visitors.

Green Cities Initiative

Several cities in the BIMP-EAGA subregion have successfully developed and implemented Green City Action Plans (GCAPs), demonstrating practical approaches to sustainable urban development, climate resilience, and environmental protection. Cities like General Santos and Kota Kinabalu serve as models for sustainable urban development.

Capacity Building

Thousands of government officials, private sector representatives, and civil society members have benefited from training programs, study tours, and knowledge-sharing platforms organized under BIMP-EAGA cooperation. This has enhanced the capacity of stakeholders to design and implement development projects effectively.
